Parents Flat Rate Program – Transportation (2023)

The Philadelphia School District created a program to provide a monthly payment to eligible parents who choose not to use the district's bus, pickup truck, or taxi service and instead drive their child to and from school. All registered families receive $300 per month ($3,000 for the school year) to transport their child to and from school. We are also now offering families the opportunity to receive $150 per month ($1,500 for the school year) to take their child to school in the morning but still use the bus, van or taxi service in the afternoon.

*****If you have not applied to the program by the September 30th deadline, you will not be eligible for payment until the school submits a documented Transportation Action Request (TAR) requesting the program . If you are deemed qualified, you will be eligible for payments beginning the month the TAR is submitted.

***Please allow 30 days from the end of the month to receive your payment. Your first payment can take up to 60 days

TO UPDATE -If a family has applied for the flat rate program but has since decided to be put back on the bus, a transport action request(TEER)must be submitted by a school official for the application. The following must be entered in the TAR:The family has been approved for the flat rate but are requesting to be placed back on a router

**Once you have enrolled in the flat rate program, you should expect to participate for the duration of the school year. If you wish to return to a county bus, taxi or van at any time, this is subject to availability and may take a long time to return.

**Submitting a monthly payment form does NOT mean you are enrolled in the program. If you have not applied during the summer or September enrollment periods and have not been accepted into the program by a school official, you will not be eligible for payments for either the 2021-22 or 2022-23 school years.

There were two enrollment periods for the 2022/23 school year. During either period, an entry form was required to be eligible for September. The enrollment form was considered an application and evaluated to determine if your child is eligible for the program.

  • May 15 – June 19 (completed)
  • August 15 – September 30 (completed)

In order to receive the monthly payment on time, the correct entry is mandatorystudent transport passon theMonthly payment formand theadmission form. The ID can be found on your authorization letter mailed from the Department of Transportation Services. You can also get it by contacting your school and requesting your child's transport ID. Below are important details for submitting ID:

  • The driver's license may differ from your child's school ID
  • Please do not enter any characters other than numbers or letters when submitting the ID. For example, please do not enter symbols such as: (/), (@) or (-).
  • If your child's ID begins with a C or an S, the next two digits are always a zero. Please do not follow these letters with the letter "O".
  • If your child does not have a transit card, a school official must issue one in order to receive payments.

If your child's address changes during the school year, please indicate the new address on the "change of address" line on theMonthly payment form. You must also contact your school and have a school official update the address on the transit system. If the address is not updated in the system, payments will not be processed.

Please follow the guidelines below to receive the monthly payment. Every month theMonthly payment formmust be presented by the parent/guardian. You can find a link to the form in the sidebar on the right side of the website. A school principal or authorized school official will also provide thisMonthly payment formto confirm participation for each student enrolled in the program.

  • The monthly payment is made per household, not per child.
  • The program is for students who are eligible for district-provided buses. Students who are only eligible to receive a SEPTA rate card are not eligible.
  • please allow30 days after the end of the monthto receive your payment. Your first payment may take up to60 days from the end of the monthto obtain.
  • In order to participate in the flat rate program, a Vehicle Information Number (VIN) must be entered on the monthly payment form. If the individual VIN cannot be verified for each household, the payment will not be issued. A VIN for multiple households will not be accepted.
  • For the 2021/22 school year there were two registration periods for the flat rate program via Google forms. If no enrollment request was submitted and no request was submitted by the school, the student did not participate in the flat rate program.Submission of the monthly payment form does not imply that the student participated in the program prior to application.
  • For the 2022-23 school year, to participate in the program, atadmission formwas required during one of the two enrollment periods.All families had to apply in order to participate.If you were enrolled in the program in previous yearsadmission formwas still required.
  • The program is only valid from September to June.
  • Students must attend 70% of their school's attendance days to qualify for that month's payment.
  • Each month, an authorized school official must review the days attended for that particular month through theMonthly payment form.
  • oneMonthly payment formis filled out for each household. If more than one child is being transported in the household, please enter the same details for the child each month.
  • The parent/guardian and school official must provide the Student Transportation ID on the monthly form (found on your authorization letter sent by Transportation Services or by contacting your school's main office). If the ID card is not sent correctly, there may be delays in payment.

"In consideration of and in exchange for the monthly transportation reimbursement I am receiving, I agree for myself, my child, my executors and trustees to assume and meet my child's school transportation needs and agree that the school district is of Philadelphia not responsible or liable in any way for my child's school transportation. I further agree to indemnify and forever release the Philadelphia School District and its agents, officers, employees and volunteers from any claim that I may have myself or that I may have on behalf of my child relating to any claim or demand, damages and claims or actions of any kind, including those based on negligence, in any way arising out of this transportation.”
